Migrant Education Records Clerk/Recruiter
JOB DESCRIPTION
Primary Function
To perform record-keeping tasks and manage forms/information for migrant student records. The clerk will be required to process all Migrant Student Information System (MSIS) data and work in conjunction with all levels of district personnel. The Records Clerk is directly responsible to the Federal Projects Director.
Minimum Qualifications
Must be flexible, have the ability to work with all types of people and be attentive to detail and paperwork.
Must be a high school graduate or possess a GED. (General Education Diploma).
Must possess clerical skills.
Must be able to file and keep records.
Computer knowledge and internet experience desirable.
Major Functions and Responsibilities
- Enroll all eligible migrant students into the MSIS according to state adopted procedures.
- Complete all forms and process information required by the MSDR.
- Maintain updated files.
- Update educational and health information for migrant students as required.
- Withdraw migrant students from MSIS as students leave school.
- Work with all building secretaries and home visitors to ensure that eligible migrant children are identified and enrolled in the MSIS,
- Work with the school nurse to ensure that all appropriate entries on the migrant health record are complete and updated.
- Work with the home visitor to ensure that the migrant student accident insurance claim forms are filled out properly and in a timely manner.
- Attend all training sessions provided for the records clerk by the Migrant Education Program.
- Process all incoming and outgoing correspondence dealing with the migrant records, disseminate the MSIS records accordingly.
- Work with teachers, aides, counselors, and principals to ensure that all educational data, such as secondary and supportive data is entered.
- Work with parents when processing insurance claim forms.

Identification and recruitment includes seeking out and identifying children who potentially qualify for the program, completing the paperwork necessary to establï5h their eligibility and enrolling them in the program-
Minimum Qualifications
Must be able to read, write and speak fluently in English and/or the language spoken by migrant spouse and/or a student at home.
Must be a high school graduate and/or possess a GED.
Must be able to work with people, be patient and wiEiing to help parents, and/or students with questions, and provide resources, etc.
Must be able to travel and possess a valid Washington State Driver's License and automobile insurance-
Must be able to attend regional and state in-service training-
Schedule must be flexibler in order to work evening hours when needed Must be able to complete accurate and timely reports.
Must have the ability to develop relationships between the home, school and community.
Job Description and I/R Activities—Major Responsibilities
- Actjvely identify and recruit all eligible migrant children residing in the school district/community from O through 21 years of age. This includes:
- Survey the area on a regular basis to confirm the location and presence of migrant workers and their families-
- Develop an identification & recruitment network with organizations and agencies that provide services to migrant workers and their families
- Complete a Certificate of Eligibility according to state/federal guidelines for each eligible migrant family immediately upon arriving to the school district/communãty
- For students in school and out-of-school
- Annually revalidate all families' most recent move information-
- Share with migrant parents and students information regarding the Migrant Education Program, as well as all school services/programs available to them.
This includes instructional programsr MSIS, physical exams, alternative educational programs, and options for Out-of-School Youth, preschool programs, adult basic education programs, GED programs, post secondary opportunities, etc-
- Refer migrant families to appropriater health, social or legal services in order to meet the needs of the migrant student's successful participation in school.
- Prepare documentation such as a recruiter log, which reflects öll recruitment time and activities-
